Vinnengael is a strange and unique fantasy city set in a strange and unique world. It is heavily tied to the Sovereign Stone game setting and all of its quirks.
That said, Vinnengael is worth picking up because it is such an imaginative run at building a diverse fantasy city. There are logical reasons why all of the races of the world have gathered in Vinnengael. There are lots of story hooks and adventure ideas. The maps are good and the city map is a fun alternative to traditional fantasy cities.
Somewhere, there must be someone who has used the Sovereign Stone setting materials word for word. This person is probably happily running his campaigns in the Sovereign Stone world.
The rest of us will find Vinnengael useful as a mine of potentially good ideas. Certainly, there is enough worthwhile here to make the quirky setting worth sorting out. You might consider dropping Vinnengael into your campaign setting as a city that lies beyond a magical gate. (Magical gates are, in fact, at the center of the Vinnengael setting.) Your players will like the map, if nothing else.
You should pick up Vinnengael with the idea that you are going to use it as a sourcework for good ideas...and there are lots of them here. The book is thick and full of densely packed text. There is enough material in it to make it worth owning. Certainly, anyone who loves or collects fantasy cities needs to have this one in their collection.
